Fundamentals of digital TV-broadcasting via IP are described in the article; a technological experience and a creative aspect of determination of the most important tendencies are analyzed. Existing schemes and solutions in organizing of digital broadcasting via IP and such products as VideoLAN are considered. Authors demonstrate their four-year experience in organizing a channel of scientific and educational Internet television and researches in a field of charecteristics of audio and visual traffic in a global network.

New tendencies in development of ICT in education such as SaaS-services, new abilities of mobile Internet and mobile devices are shown in the article.A concept of educational and methodical complex of new generation (NG EMC) as systems of various versions of e-learning resources for online training, for mobile devices, for LMS-systems and their intergrated and built-in usage in an educaional process is determined. A concept of an instrumental program complex for organization of mass production of e-learning resources is proposed. A statement of levels of media competence of students is based on a classification of parameters of media competence (development of the audience in a sphere of media culture) prepared by the author. According to this classification the audience gets main blocks of questions and tasks for setting levels of a motivation parameter of media competence of this audience (genre, topic, psychological, therapeutic, emotional, emistemic, moral, intelligent, creative and aesthetic motives of a contact of the audience with media texts); for setting levels of a user contact parameter (frequency of contacts with various forms of media, user media skills) of a media competence of the audience; and for setting a level of a cognitive information parameter (knowledge of terminology, history and theory of media culture) of a media competence of the audience.
