Negentropy and Information

Аннотация / Annotation:
The article analyzes the attitude of the concepts of entropy and negative entropy. The article reveals the contents of the concept of negative entropy and, related to it, the content of information. The article analyzes the essence of entropy to describe the differences between negentropy and entropy. The article examines the nature of information that is based on entropy. The article argues that this information according to K. E. Shannon reduces uncertainty, is reduces ignorance. The article argues that the amount of information describing the uncertainty is much larger than the volume of information content. The article shows that the assessment of measures negentropy and entropy are qualitatively different. The article shows that between negentropy and entropy can be carried out a qualitative comparison but quantitatively they are determined by different principles and methods.

Use of hyperlinks has become a familiar way to impose educational or cognitive and other materials available in informational and educational Internet environment, into digital (electronic) courses, manuals and tutorials. An alternative way is to use in similar goals the records of html-codes published on many services along with records of hyperlinks (URLs). The article presents arguments in favor of use of html-code entries in the design of digital learning resources. The practical recommendations on the use of html code provided to users by the Internet services are given.

The Concept of modernization of higher professional education puts one of the priorities of the Russian universities in the leading position in the international rankings. Any management task in social and economic systems cannot be solved without the development of an effective monitoring system. Participation in global rankings will require the institution of systems analysis and effective management of the educational and research activities of the University on the basis of indicators, harmonized with international standards. The level of scientific activities of the University is the dominant factor in international systems of evaluation of University rankings (THE, QS, ARWU). The effectiveness of such monitoring can be substantially increased by means of automation and computer engineering.
